CIRCULAR

 

                        Rule 125H of the Central Motor Vehicles Rules, 1989 mandates the installation of Vehicle Location Tracking Device(VLTD) and Emergency Button in all Public Service Vehicles covered under the said rule. The installation is required to conform to AIS – 140 specifications and the compliance status is required to be reflected in the VAHAN portal. Accordingly, action has been taken by this Department as follows:

  1. On 22nd Aug, 2023, notification was issued for the following purposes:
  2. Enlistment of AIS – 140 VLT Device Manufacturer (OEM)/Vendor in the state.
  3. Compulsory VLT Device registration and activation for all new vehicles.
  4. Compulsory VLT Device registration and activation for old vehicles which were manufactured on or after after 1st Jan, 2019.
  5. On 6th Sept, 2024, in addition to the afore mentioned notification, it was notified for compulsory VLT Device registration and activation for old vehicles which were manufactured before 1st Jan, 2019.
  6. Three notifications were issued to grant Grace Period w.e.f 3rd Oct, 2024 – 7th March 2026.
  7. Three notifications were issued to exempt fitment of VLTD and EAS in respect of Taxis, Maxicabs and City Buses that are older than 10 years.

 

                        In view of the above, all Registering Authorities shall ensure that no Certificate of Fitness or Permits shall be granted or renewed in respect of any Transport Vehicle/Passenger Carrying Vehicles covered under Rule 125H of the Central Motor Vehicles Rules, 1989 unless they are in compliance with the notifications mentioned above.
